Introduction

Conducting Stakeholder Engagement and Capacity Building for SDG 16 Governance Data Use in Western, Northern, Eastern ,Uva , North-Western, North-Central, and Central Provinces in Sri Lanka.

Sri Lanka is at a critical juncture in its governance and development journey following a severe economic crisis that underscored the urgent need for transparency, accountability, and inclusive decision-making. This period has sparked increased civic activism, with citizens demanding stronger oversight and participatory governance. In response, the government has prioritized institutional integrity, public sector efficiency, and rebuilding trust between the state and its people.

Despite these efforts, significant gaps persist in fostering civic participation, creating structured engagement platforms, and ensuring institutional accountability—challenges that disproportionately affect women, youth, and marginalized communities. To address these issues, UNDP Sri Lanka, through its SDG 16 portfolio on Peace, Justice, and Strong Institutions, is implementing targeted interventions to strengthen civic space, promote participatory governance, and enhance institutional responsiveness. These initiatives aim to empower civil society organizations (CSOs), academia, media, and community groups to actively engage in policy processes and advocate for transparency.

In Sri Lanka, the Department of Census and Statistics (DCS) will lead the survey with UNDP’s technical support. To complement this effort and ensure inclusive data utilization, UNDP seeks a service provider to lead stakeholder engagement, qualitative research, capacity-building, and advocacy activities, ensuring SDG 16 data informs evidence-based policy and inclusive governance reforms

Objective;

The assignment aims to assess the inclusive use of Sustainable Development Goal 16 (SDG 16) governance data for evidence-based advocacy, policy engagement, and capacity development among non-government stakeholders. It will involve consultations and related activities at the sub-national level, ensuring representation from marginalized groups, including ethnic minorities, women, gender-diverse individuals, and persons with disabilities. The work will build awareness, generate qualitative insights, and strengthen the capacity of civil society, academia, media, and community groups to interpret and apply governance statistics effectively.
