Introduction

UNDP seeks a qualified service provider to design and develop a Regional Dynamic Governance Capabilities Index for the Asia-Pacific region, including piloting the index with government partners, producing a regional flagship report, and creating a public-facing data platform and dashboard. The assignment also includes convening an advisory group, integrating feedback from validation processes, and providing technical inputs toward a Dynamic Governance Capabilities training package. The provider must demonstrate strong expertise in governance measurement, public sector innovation, digital transformation, and capacity-building, with proven experience in designing indices and working with senior government officials.
