Introduction
The objective is to support the institutionalization and scale-up of agricultural insurance within Sierra Leon’s national system to the following: Global A. Comparative analysis report on policy, regulatory, programmatic, and financing mechanisms integrating agricultural insurance into broader development agendas, with a focus on African experiences. B. Best practice and adaptation briefly summarizing actionable lessons and tailored recommendations for Application in Sierra Leone’s context. Country Specific
A. Assess the current policy, institutional, and market landscape to identify gaps, barriers, enablers, and opportunities for scaling agricultural insurance in Sierra Leone.
B. Develop a country specific coherent national policy framework that anchors agricultural insurance within Sierra Leone’s agricultural transformation and resilience agenda.
C. Design institutional and coordination mechanisms to strengthen government leadership, regulatory alignment, and public–private partnerships besides a framework for developing and capacitating a responsive local market ecosystem.
D. Develop a sustainable subsidy and investment business case to guide government and partners in exploring viable subsidy provision and financing models for market expansion and farmer inclusion.
E. Formulate an actionable implementation roadmap detailing phased activities, capacity-building priorities, financing strategies, and monitoring indicators.
