ESSENTIAL

–          Graduation or master’s in economics, Business Administration, Social and other relevant qualifications

–          Good written and spoken English, as well as strong spoken and written Arabic and Kurdish is essential.

–          Proven experience in enterprise development, MSME support, or livelihoods programming, preferably within humanitarian or development contexts.

–          Good understanding of the Cash Transfer Programming and Cash Transfer modalities.

–          Strong understanding of the TVET landscape in the KRI (Erbil, Duhok and Sulaimaniyah)

–          Strong understanding of the job placement process for skills development

–          Very good understanding of the private sector, industry, companies and business service providers. 

–          Strong understanding of youth employment, women’s economic empowerment, and market-based approaches, including business grants, apprenticeships, and value chain support.

–          Experience working with local partners, private sector actors, and institutions (e.g., Chambers of Commerce, TVET centers, financial institutions).

–          Ability to plan, coordinate, and monitor multiple activities simultaneously, ensuring quality implementation, compliance, and timely delivery.

–          Basic financial and budget management skills, including tracking activity budgets and supporting payments and procurements.

–          Strong communication and coordination skills, with the ability to work effectively across teams, partners, and diverse stakeholders.

–          Commitment to accountability, safeguarding, and Oxfam values, including gender equality, inclusion, and protection mainstreaming.

In addition:

–          Strong communication and interpersonal skills

–          Community mobilisation experience

–          Ability to work effectively with others

–          Ability to work well under pressure and in response to changing needs.

–          Ability to travel and to work in difficult circumstances

 

Desirable

·       Experience working with private sector actors, SMEs/MSMEs, or Chambers of Commerce in employment or enterprise development programs in KRI.

·       Knowledge of market systems development, value chain analysis, or inclusive business approaches, particularly in fragile or post-conflict contexts.
