Overview

The electoral process in South Sudan represents a historic milestone in the country’s political transition and the implementation of the Revitalised Agreement on the Resolution of the Conflict in the Republic of South Sudan (R-ARCSS). Credible, inclusive, and peaceful elections require not only institutional preparedness but also an informed and engaged citizenry. The United Nations Development Programme (UNDP), as part of the United Nations Integrated Electoral Assistance Team (UN IEAT), provides technical assistance to the National Elections Commission (NEC) to strengthen electoral institutions and to support the creation of an enabling environment for democratic participation. Civic education is a central pillar of this mandate.

 

In this context, UNDP invites qualified Civil Society Organizations (CSOs) to submit proposals to conduct civic education and outreach activities in all ten states and two Administrative Areas of South Sudan. Selected CSOs will work in close partnership with the respective State High Election Committees (SHECs), NEC structures, and UN IEAT to enhance citizens’ awareness of electoral processes and democratic institutions.

 

In line with its mandate to provide the technical assistance, United Nations Development Programme (UNDP) aims to support the National Elections Commission (NEC) of South Sudan in all aspects of electoral preparation including Civic education. To this end, UNDP seeks to collaborate with civil society organizations (CSO) in all ten states and two administrative Areas of South Sudan.

Each selected CSO will work very closely with the State High Election Committees (SHECs) as a primary responsibility, supporting their civic education efforts in their respective areas. CSOs will implement customized civic education programs for targeted populations through carefully designed activities that align with the unique needs of their communities.

This call for proposal aims to identify organizations that are uniquely positioned to reach communities at grassroots level, including CSOs, women and youth groups, IDPs, PWDs and other marginalized groups with established operational presence, experience in working in hard-to-reach communities and proven capacities to implement activities within the set timeframe.

 

  1. OBJECTIVES AND EXPECTED OUTPUTS/DELIVERABLES

 

The overall objective is to expand access to inclusive civic education for hard-to-reach communities across South Sudan, thereby strengthening citizen engagement in the electoral process.

 

Specific objectives include: 

 

  1. Strengthening the institutional outreach capacity of NEC and SHECs in delivering civic education at state and community levels.
  2. Promoting inclusive civic participation, with particular emphasis on women, youth, internally displaced persons (IDPs), persons with disabilities (PWDs), and other marginalized groups.
  1. Enhancing collaboration between electoral institutions and civil society actors to foster trust, accountability, and sustainable civic engagement mechanisms.
