Qualifications & Preferred Skills
- A bachelor’s degree in Monitoring & Evaluation, Development Studies, Social Sciences, Statistics, Economics, Public Policy, Information Management, Public Health, Agriculture, Law, Business Administration, or a related field is required. A master’s degree in a relevant field is preferred and considered an advantage.
- Minimum of 7–10 years of professional experience in Monitoring & Evaluation within NGOs, humanitarian, development, UN agencies, or international organizations.
- Proven experience in monitoring and evaluation, particularly in humanitarian and development projects across Iraq.
- Demonstrated understanding of M&E methodologies, including experience in designing M&E frameworks, developing indicators, logical frameworks, and implementing M&E plans.
- Strong experience in conducting needs assessments, baseline studies, rapid assessments, service mapping, surveys, post-distribution monitoring (PDM), and data verification activities.
- Experience in micro-monitoring activities, particularly in cash distribution and cash assistance projects, ensuring accountability and transparency mechanisms.
- Proven experience in proposal development and supporting Programs and Grants teams in designing M&E frameworks, indicators, and reporting systems.
- Strong experience in data collection, analysis, reporting, and information management.
- Experience in developing, improving, and managing organizational M&E systems, databases, tracking tools, dashboards, and reporting templates.
- Ability to train, mentor, and build the capacity of staff on M&E systems, accountability, data collection methodologies, and reporting requirements.
- Proficiency in data management and statistical software, including Microsoft Excel, SPSS, STATA, Power BI, Kobo Toolbox, ODK, Google Forms, Microsoft Forms (MS Forms), Activity Info, GMS platforms, and other M&E information management systems and reporting platforms.
- Experience with database management systems and donor reporting platforms is highly preferred.
- Strong analytical skills with the ability to interpret complex quantitative and qualitative data and generate actionable recommendations.
- Ability to apply statistical and analytical methods where required.
- Excellent communication skills, both written and verbal, with the ability to prepare clear and professional reports, presentations, dashboards, and communication materials.
- Ability to effectively communicate technical information to project teams, donors, government stakeholders, and beneficiaries.
- Strong project management and coordination skills with the ability to manage multiple tasks, prioritize workload, and meet deadlines under pressure.
- Experience coordinating and collaborating with multidisciplinary teams and stakeholders to achieve project objectives.
- Understanding of conflict sensitivity principles and the ability to work effectively in conflict and post-conflict environments.
- Strong cultural awareness and sensitivity with the ability to work collaboratively with diverse communities and stakeholders.
- Willingness and ability to travel extensively across Iraq, including field visits up to 50% of the time.
- Fluency in English and Arabic, both written and spoken, is required. Knowledge of Kurdish is considered an advantage depending on project location and operational needs.
- Knowledge of donor regulations, humanitarian standards, safeguarding, PSEA principles, and accountability mechanisms is considered an asset.
