About the Program 

Abt PNG Management Services supports four Abt programs based in PNG. This Shared Services Platform supports the four programs triaged and prioritised based on risk.

The four programs include:

  • Australia PNG Economic Partnership (APEP)
  • Australia PNG Subnational Program (APSP)
  • PNG-Australia Transition to Health (PATH)
  • PNG Partnerships for Improving Education (PIE)

The safety and security of Abt personnel in PNG (and where required our counterparts and partners) is of paramount importance.

About the Opportunity

The Fleet Manager is responsible for national fleet operations across all Abt programs in Papua New Guinea and ensures the safe and efficient transport of Program personnel.

Key Responsibilities

The Fleet Manager will report to the Security & Fleet Manager and undertake the following responsibilities:

  • Liaise with senior Abt management to ensure the national Abt vehicle fleet remains fit for purpose and provides value for money.
  • Identify and implement cost and efficiency initiatives.
  • Purchase and dispose of vehicles in accordance with Abt and DFAT procurement policy and asset management policies.
  • Responsible for managing all transport requirements for required personnel employed under the Program including transport of circa 110 staff to and from work daily.
  • Liaise with suppliers to ensure delivery of services on a value for money basis.
  • Negotiate, implement, and manage vehicle service agreements for national service suppliers across all fleet brands of vehicles.
  • Manage issue and recording of private use vehicles to Advisers.
  • Manage repairs and maintenance of vehicles, registration, road worthiness certificates, and insurance cover for all Program vehicles.
  • Co-ordinate monthly vehicle checks, including security equipment to ensure operability.
  • Manage car parking allocations.
  • Manage Fleet management software to record all vehicle and authorized driver details.
  • Attend to incidents involving Program vehicles and prepare necessary documents, including police reports and Insurance claims and authorised vehicle repairs.
  • Coordinate and supervise the activities of the Fleet Officer and driving team on a weekly basis.
  • Manage vehicle tracking software and ensure vehicle allocation and emergency details are accurate and up to date.
  • Monitor vehicle tracking for discrepancies and report on any identified instances of vehicle misuse.
  • Maintain a roster-based system of drivers and ensure compliance to Labor Law.
  • Co-ordinate required driver/adviser familiarization training when required.
  • Manage fuel supplier relationships.
  • Manage fuel use reporting and identify and report on fuel discrepancies.
  • Assist with recruitment of fleet drivers in accordance with Abt recruitment policy.
  • Other duties as required by the Fleet & Security Manager/Operations Manager.

Specific Deliverables 

  • Review and update the Abt vehicle Code of Conduct policy on an annual basis.
  • Effectively manage fleet tracking and reporting systems.
  • Deliver agreed activities in accordance with the approved Work Plan.
  • Provide high quality, effective services to key counterparts across all the programs.

About You 

We are seeking an individual who will bring:

  • Demonstrated experience (10+ years desirable) in fleet and logistics management. Experience in international development context would be an asset.
  • Qualifications in project management or relevant field
  • Exceptional written and verbal communication skills, with the ability to communicate at all levels and produce high level reports
  • The ability to development and maintain a strong security network across PNG.
