JOB DESCRIPTION

 

Your Role

As a Project Analyst, you will provide analytical and statistical support to the assigned project portfolio including technical support in portfolio management, project administration, project processing activities related to loans and technical assistance (TA), knowledge work, and budget management activities. You will provide oversight support to the work of the project/operations assistants in coordinating and consolidating information to achieve a specific functional result.

You will:

Support the Front Office of SD2-AFNR in monitoring AFNR sector pipeline and portfolio and update relevant database on a regular basis. Lead monitoring of timely updates in SovOps and other portfolio systems and communicate with regional and project teams to ensure timely updates.
Support project processing and administration tasks for assigned loans, grants, and TAs, if any, including procurement and consultant recruitment reviews and other project administration actions; provide guidance to executing and implementing agencies and other project clients, on ADB policies, guidelines, and procedures such as on procurement and disbursement; and help ensure that requests from executing/implementing agencies and other project clients are promptly addressed or responded to.
Compile data and statistics on contract awards and disbursements (projections and achievements) for assigned projects and provide analytical inputs to project team leaders and/or government counterparts on shortfalls, causes, and actions needed to meet targets.
Prepare and update project records in ADB systems following quality and service level standards, including information related to project performance, project implementation status, major issues, actions planned or taken by the project team, and other project details.
Analyze project performance and provide inputs to the project team to help ensure project progress and performance targets are monitored and met; assist in addressing project administration red flags for timely corrective actions.
Contribute to the preparation of project-specific and/or portfolio reports.
Contribute to data gathering and preparation of project completion reports and technical assistance completion reports.
Provide support in project processing missions, particularly in designing project implementation arrangements, including procurement/disbursement procedures and project management setup, review of financing plans, and preparation of Project Administration Manuals.
Provide support to other junior administrative staff.
Perform other duties that may be assigned as reflected in the incumbent’s workplan.
Qualifications

You will need:

Bachelor’s degree in finance, business administration, public administration, or related disciplines; preferably with advanced training
At least 5 years of hands-on experience in portfolio management, project administration, budget preparation/monitoring, and/or project processing activities related to loans and TA projects.
Familiarity with good industry practices and guidelines within area of expertise
Strong analytical, interpersonal, and cross-cultural skills
Sound understanding of ADB procedures and practices related to TA and loan/grant project processing and administration, including safeguards compliance.
Experience in processing and administrating Water and Urban Development projects and TAs is an advantage.
Excellent oral and written communication skills in English
Proficiency with computer-based applications.
