The World Meteorological Organization (WMO) is seeking a visionary Director of Development Partnerships and Programme Delivery to lead our efforts in mobilizing resources, forging transformative partnerships, and delivering high-impact programmes that serve our global community.
YOUR LEADERSHIP IMPACT
Under the direct supervision of the Assistant Secretary-General, you will be making the following impact:
- LEAD STATEGIC RESOURCE MOBILIZATION:
- Design and implement a forward-looking funding strategy, engaging with bilateral and multilateral donors, climate funds, foundations, and private sector partners.
- FORGE HIGH IMPACT PARTNERSHIPS:
- Build and sustain strategic alliances that align with WMO’s scientific mandate and Member priorities-especially for Least Developed Countries and Small Island Developing States.
- OVERSEE PROGRAMME DELIVERY:
- Ensure that WMO’s development cooperation initiatives are results-driven, financially sustainable, and aligned with institutional goals.
- DRIVE INNOVATION AND PRIVATE SECTOR ENGAGEMENT:
- Promote co-investment and innovation through public-private partnerships, digital tools, and blended finance approaches.
- REPRESENT WMO ON THE GLOBAL STAGE:
- Advocate for investment in early warning systems, systematic observations, and capacity-building at major international forums and financing platforms.
- INSPIRE AND LEAD:
- Foster a culture of excellence, service, and accountability within a multidisciplinary team, contributing to WMO’s transformation into a more agile, impactful organization.
WHY THIS ROLE MATTERS
This is a pivotal leadership position at the intersection of science, policy, and development. You will shape how WMO engages with governments, donors, financial institutions, the private sector, and civil society to scale up support for weather, climate, and water services-especially in the most vulnerable regions of the world.
QUALIFICATIONS
Education
- Master’s degree or equivalent in international development, public policy, climate finance, economics, or a related field.
Experience
- A minimum of fifteen (15) years of progressively responsible experience in international cooperation, including senior roles in partnerships, programme management, or resource mobilization;
- Proven track record of mobilizing funds and building strategic alliances with donors, development banks, and/or the private sector;
- Experience in overseeing complex development programmes with strong results orientation;
- Extensive experience in managing diverse and interdisciplinary teams, including ability to oversee program management and budgeting;

Languages
Excellent knowledge of English (both oral and written). Knowledge of other official languages of the Organization would be an advantage. (Note: The official languages of the Organization are Arabic, Chinese, English, French, Russian and Spanish.).
