The South Caucasus Country Unit includes Armenia, Azerbaijan and Georgia; three middle-income countries with very active Bank Group programs in place. The size of the overall portfolio is 31 projects for about $2.16B. The unit is decentralized, with the Country Director based in the Regional Office in Tbilisi, Georgia. The countries have unique development challenges, resource base, and political economy.

The World Bank Group supports Education. Education is central to achieving the World Bank Group’s twin goals. It is a reliable route out of poverty, and it drives economic growth. It is also a prime vehicle for promoting shared prosperity. The main challenge in the sector is to achieve “learning for all, learning for life”—that is, to ensure that all children and young people acquire the knowledge and skills they need for their lives and livelihoods. The WBG and the broader education development community are increasingly shifting focus to learning outcomes. Because traditional programs often fail to promote learning, the WBG’s education strategy highlights the need for a more comprehensive systems approach to education reform, investments, and service delivery. These efforts are increasingly guided by the need to invest early; invest smartly; and invest for all.

The World Bank supports the Government of Georgia in their education programs. The Innovation, Inclusion and Quality (I2Q) project aims to support investment in human capital through greater access to preschool education, and enhancements aimed at improving the quality education and the learning environment. The Human Capital Program for Georgia, the largest cross-sectorial investment ever extended to Georgia by the World Bank over the 30 years of its partnership, is the first financing instrument of its kind anywhere to comprehensively improve education, health, and social protection outcomes.

The position is in the education unit of the ECA region. The region covers 31 client countries with a total population of about 916 million, with a majority living in middle-income economies. The education unit in ECA (HECED) manages a large and diverse portfolio of active projects in about 20 client countries, including investments and advisory services.

Duties And Accountabilities

The World Bank’s HECED seeks to recruit an Education Specialist to be based in Tbilisi, Georgia, with experience in education policy dialogue, advisory services and investment lending.

As a member of the team, the candidate will report to the Practice Manager of HECED and work alongside a group of professionals based in Tbilisi, Georgia; as well as colleagues in Washington DC and throughout the Europe & Central Asia region, performing the following duties:

  •  Actively participate in implementation support of education operations with the aim to enhance quality and accelerate implementation
  •  As requested, participate (as a team member), assembling and coordinating work of staff on procurement and financial management and mobilized needed technical support and consultants
  •  Play an active role in the Bank’s policy dialogue with the authorities, development partners, and other stakeholders on strategic education issues and implementation of ongoing education sector reforms
  •  Support policy dialogue and advisory work and complex lending operations in Georgia, and support other requests for work within South Caucasus CMU, as requested by the manager
  •  Be an active member of the HD team and work closely with the HNP and SPJ teams to ensure consistency in approach and with other groups on cross-sectoral tasks.
  •  Forge strong partnerships with organizations including the EU, IFIs and regional organizations and with experts which can better inform the Bank’s education strategies and result in higher quality implementation and impact of Bank-supported programs. This will require effective communication and outreach to key stakeholders including client governments, academia, civil society organizations, media, other development partners and other Bank Group units

Selection Criteria

  • Master’s degree in Education and Policy, economics or similar areas of study with at least 10 years of work experience in operations in sophisticated, higher income middle income countries
  • Record of success in implementing lending programs and policy dialogue in a middle-income country
  • Knowledge and experience regarding specific elements of educational policy, eg, curriculum reform in basic education, education financing for universities, education technology, etc.
  •  Excellent analytical skills
  •  Excellent interpersonal skills to effectively operate in a team-based setting
  •  Excellent oral and written communications skills in English
  •  Ability to work under tight deadlines, lead multi-task requirements and a high degree of pro-activity and initiative.
