Job Description (Roles and Responsibilities)
As part of a small regional Crime, Security and Justice team, you will report into the Caribbean Regional Serious & Organised Crime Policy Coordinator. You will lead on programme delivery, diplomatic engagement and coordination that promotes UK Serious and Organised Crime (SOC) objectives in the Caribbean. You will also play a key role in shaping the strategic direction and informing policy development for regional security, ensuring alignment with UK priorities and adapting to evolving threats.
Main duties and responsibilities
Programme Management:
- Lead in the scoping, design, delivery, evaluation & reporting of projects and activities that deliver against UK SOC objectives.
- Develop a good understanding of the UK’s funding system, approach to security issues, priorities and evidence base on what works.
- Engage with internal and external stakeholders to align programme design with local and regional priorities, ensuring cultural and political sensitivity.
- Lead the consultation, development and design process of developing programme bids.
- Work with and manage implementing partners and host government stakeholders and partners.
- Monitor and evaluate programme implementation, identifying risks, opportunities, and lessons learned.
- Lead on financial management and procurement processes of agreed activities.
- Manage allocated funds, with responsibility for financial and performance reporting.
- Ensure that the risks and benefits of HMG activities are properly managed and that HMG can adapt to local political circumstances if needed through development of contingency plans.
- Produce timely and accurate reporting on programme progress, financial performance, and risk mitigation
Engagement:
- Deliver diplomatic engagement relating to SOC, contributing to the UK’s national security objectives in the region
- Build and maintain a diverse network of contacts across the Caribbean SOC ecosystem, including government, civil society, and international partners.
- Represent the UK in relevant forums, working groups, and bilateral discussions to promote shared security objectives.
Coordination:
- Coordinate SOC related meetings and activities across different government departments and agencies.
- Coordinate meetings & activities with international partners and donors.
- Coordinate and develop visit programmes for Ministers and senior officials.
Reporting:
- Lead in monitoring SOC trends across the region.
- Track and report the implementation of the SOC regional strategy, measuring alignment with UK objectives
- Deepen UK understanding on particular SOC issues, including through the commissioning of research and analysis.
- Deliver high-quality political and contextual reporting relevant to SOC, highlighting implications for UK interests and programming
While the role has a regional focus, you will be expected to contribute to bilateral work in Jamaica. This includes supporting the wider mission’s objectives beyond SOC, such as governance, rule of law, human rights, climate resilience, and economic development. You will work collaboratively with other teams across the mission to ensure coherence between regional and bilateral initiatives. Some travel, mainly within the Caribbean region, may be required.

Essential qualifications, skills and experience
- Experience of working in an international context
- Some knowledge of regional security challenges and organised crime threats
- Significant experience of programme or project management including design, monitoring and evaluation, ideally in the context of security and serious and organised crime.
- Clear, concise and convincing written drafting skills
- Excellent networking skills with proven ability to build and maintain a diverse network of contacts across various sectors, including government, civil society, and international partners
- Ability to engage with internal and external stakeholders to align programme design with local and regional priorities, ensuring cultural and political sensitivity.
- Basic computing skills, including ability to use MS Office applications
- Good team working skills and a willingness to make a wider contribution to the team and the High Commission.
