Required qualifications:
Must have:
- Bachelor Degree in International Law, Political Science, Political Affairs, International Relations, Development Studies, Economics, Project Management or other relevant social science field.
- A relevant combination of academic credentials and/or certifications and qualifying experience will be accepted in lieu of a university degree
- Formal education, courses or equivalent from EOD, military background with good knowledge of Cluster Munition Remnant Survey
- Demonstrated leadership/management experience in a multi-disciplinary team in dynamic settings, including ability to build personal networks at a senior and middle level.
- Three years of management experience or progressively relevant experience from mine action, humanitarian and development fields.
- Experience from and good operational knowledge and understanding of survey and clearance operations with Land Release principles in a cluster munition contamination context
- Good knowledge of Humanitarian Disarmament policy, IMAS, NMAS, SOPs and land release principles (and/or IATG when relevant).
- Proven ability in capacity development of operational assets and support of national Mine Action authorities. of national Mine Action authorities.
- Experience in more than one of NPA strategic priorities: Democratization, Stabilization, Protection, Locally-Led Development and Crisis Preparedness, Environmental Protection and Climate Adaptation.
- Strong experience in donor engagement, fundraising, proposal development, and building strategic partnerships with donors, government agencies, and NGOs.
- Proven experience in planning and analytical skills.
- Financial management experience, including budget preparation, monitoring and review.
- Experience in drafting and reviewing donor reports.
- Strong diplomatic skills in handling counterpart relations.
- Previous experience working in Iraq or similar contexts.
Desirable:
- Experience collaborating with high-level government agencies and other stakeholders on development, humanitarian and Mine Action issues.
- Credibility to advocate, influence and represent NPA at all levels
- Basic understanding of advocacy, policy, and government systems in Iraq and the Middle East.
- Skills in capacity building, coaching, mentorship, problem-solving, project cycle management, coordination, strong self-awareness and commitment to personal growth.
- Ability to research, write and represent well, manage time, multi-task and delegate tasks

- Ability to think strategically, anticipate challenges, and develop plans for sustainability.
- Excellent verbal and written communication skills including the ability to present complex information to diverse audiences and represent the organization externally.
- Cultural sensitivity and adaptability; ability to work effectively in diverse cultural contexts and demonstrate sensitivity to local customs, values, and practices.
- Strong analytical, problem solving and decision-making skills, with a capacity to solve complex problems under pressure and minimum supervision ensuring results.
