Introduction
The position is attached to the ILO Regional Office for Latin America and the Caribbean based in Lima (Peru), which has the general responsibility for politics and management in regards to the promotion of the principles, policies and priorities of decent work of the ILO in the region and provides strategic orientation and support to all technical support equipment on decent work (ETD) and country offices (OP) of the region.
The head of the position will participate in the initiatives of the Forlac 2.0 strategy and, specifically, of the joint program (PC) “Transition to the formal economy with emphasis on the increase in productivity and improvement of working conditions in prioritized economic sectors of Latin America and the Caribbean”.
The Joint Program is a regional initiative led by the International Labor Organization (ILO), in collaboration with the Economic Commission for Latin America and the Caribbean (ECLAC), the European Commission (EC) through the General Directorate of Employment, Social Affairs and Inclusion, and the Development Bank of Latin America (CAF).This program has the purpose of promoting decent work and social justice through integrated and innovative strategies of formalization in key economic sectors of Latin America and the Caribbean, with special emphasis on the increase in productivity and the improvement of working conditions.Likewise, the PC is part of the Forlac 2.0 strategy (2024–2030), which seeks to articulate formalization policies with productive development, the strengthening of competences, social protection and the recognition and fulfillment of labor rights and sanctions and incentives.
The program official will be in charge of coordinating, implementing and monitoring the achievement of the PC.In this regard, it will work closely with technical specialists from the Regional Office and other ILO exterior offices in the region, regional institutions and United Nations agencies, as well as development banks of Latin America and the Caribbean.
Within the policy and procedure requirements established by the ILO and the aforementioned program, the program technician will be responsible for providing direct technical support to the aforementioned program and contributing to the expected results.The program technical officer will help promote ILO policies in technical areas related to the program and other components of the ILO decent work program.
The program technical official will depend directly on the regional specialist in Rural Economics, Productive Development and Formalization, and will collaborate with the Priority Action Program for Formalization and Relevant Departments such as Sector, Employment, Enterprises, Workquality, among others.
TASK DESCRIPTION
Attend the regional specialist in rural economy, productive development and formalization in the execution of the program through technical contributions, planning, monitoring and evaluation of program activities.Ensure compliance with ILO policies and project strategies, ILO programming guides and country programs, as well as the office procedures and practices, ensuring the coherence and quality of the results at the level of the region in the frame
Provide technical advice and support for the program personnel and national partners in the design, execution, monitoring and evaluation of program activities, in coordination with the Foreign Offices and the ILO headquarters.
Conduct research and integrate technical contributions for regional and national analysis, reports and publications related to the program and prepare debate notes.
Participate in the formulation of communication strategies for the dissemination of results, change stories and learning of the PC to technical, institutional and community public.
Prepare training material and imparting seminars and workshops
Under the direction of the responsible supervisor, maintain a close relationship with governments, workers’ and employers organizations, and United Nations and non -governmental organizations, to deal with issues and follow up a wide range of national programs and projects.Maintain job contacts and collaboration with multilateral and bilateral donor organizations and write financing proposals.
Coordinate, promote alliances and share good practices and lessons learned with other relevant ILO projects/programs, ILO units and external interested parties.
Promote ILO policies related to the program, other fundamental rights in work and international labor standards through coordination with a series of relevant national policies and strategies of various projects, including those carried out by other agencies or in complementary areas of activity.Promote the inclusion of gender equality and non -discrimination in all aspects of the program.
Perform missions related to the execution of the program.
Support the formulation and implementation of sectoral strategies, strengthen institutional capacities and design effective cost solutions that promote formalization in value chains and priority clusters of the country, in articulation with public, private and social actors.
Provide guidance and accompaniment to regional and national equipment for the correct budgetary execution and the achievement of results.
Support the design and implementation of participatory and evolutionary monitoring and evaluation methodologies that allow to collect evidence on the advances of the PC and its contribution to systemic change.
Perform other functions based on needs.
Education
• Higher university degree (master or equivalent) in economics, administration, social sciences, political science, international relations or related field or other relevant area, and solid knowledge in development issues, particularly in Latin America and the Caribbean.
• Instead of a higher university degree, a first -level university degree (degree or equivalent) will be accepted in one of the aforementioned areas or other relevant area, with additional two years of relevant experience, in addition to the required experience indicated below.
Experience
• At least 5 years of experience in promoting the transition from the informal economy to the formal economy: employment and development of competences, productive development, decent work, social protection, labor and business inspection, among others.
• Familiarity will be valued with ILO policies and procedures, including work experience with officials of the Labor and/or Education Ministries.
Languages
• Excellent mastery of Spanish and practical knowledge of English.
Culmination
• Ability to provide technical advice, guide and coordinate the work of external collaborators, general services and young professionals in the area of specialization.
• Ability to conceptualize and design research techniques and analyze complex transnational practices and sets that cover a wide range of specialized technical issues.
• Ability to formulate new concepts and methodologies.
• Ability to write reports and prepare guidelines related to the development and execution of programs.
• Ability to provide technical support to high -level specialists, conducting research and formulating and executing projects
• Ability to participate effectively in technical missions and make technical contributions for the ILO decent work program.
• Excellent capacity for analysis and knowledge of qualitative and quantitative analytical and technical tools.
• Good computer knowledge.
• Ability to work in a multicultural environment and have behaviors and attitudes sensitive to gender issues.
