Background & Purpose of the Assignment:

The fundamental mission of UNICEF is to promote the rights of every child, everywhere, in everything the organization does — in programmes in advocacy and in operations. The purpose of this consultancy is to provide technical expertise to support the effective implementation, field-level monitoring, and adaptive management of programmes aimed at improving access to education for out-of-school children (OOSC) in Afghanistan. The consultant will play a key role in operationalizing the newly developed integrated, community-owned model that addresses the needs of OOSC through a holistic approach. This includes overseeing interventions related to improving the learning environment and community-based education initiatives. In addition, the consultant will contribute to strengthening monitoring, reporting, and learning mechanisms to ensure evidence-based decision-making and adaptive programming. The consultant will also support the design of future programmes, ensuring they are grounded in field realities and respond effectively to the evolving needs of children and communities. This consultancy offers an opportunity to contribute to a transformative education agenda—shaping an inclusive, sustainable, and community-led response for reaching Afghanistan’s most marginalized children.

Scope of Work:
 
The consultant will work closely with UNICEF output managers and education field teams to implement the inter-agency pilot and evaluation of a comprehensive, community-based model aimed at addressing the needs of OOSC. This model will integrate key components such as ECE, construction/renovation of safe and inclusive learning spaces, and community ownership with a strong emphasis on coordination and sustainability.
Under the management of the Education Manager, the overall purpose of the individual consultant is to:
1. Planning and Coordination:
o Identify and define core components of the agreed upon model and specific modifications based on context/geographic location.
o Facilitate coordination and engagement with internal stakeholders and external ones, including the Learning Continuity Task Force (LCTF), the Education Cluster, NGOs, community stakeholders, and other education sector actors to promote synergy, avoid duplication, and ensure complementarity of interventions.
2. Pilot Implementation and Oversight:
o Oversee the pilot implementation of the model in selected locations under the leadership of the Education Manager to promote cohesion at national level and adherence to respective donor and de facto authority conditions, ensuring timely and quality delivery of activities in coordination with field teams and implementing partners.
o Monitor progress against targets and adapt the approach as needed based on real-time feedback and learning.
3. Technical Guidance and Capacity Building:
o Provide ongoing technical support and capacity strengthening for UNICEF field teams, implementing partners, and community-based facilitators on the new approach.
o Ensure adherence to quality standards and support the development of guidance tools and training packages for replication and scale-up in line with the LCTF approach paper and inter-agency pilot proposal, including the Monitoring, Evaluation, and Learning (MEL) framework.
o Collaborate with UNICEF teams and partners to draft concept notes, funding proposals, and budgets aimed at mobilizing resources for scaling the OOSC model.
o Identify ways in which stakeholders involved in the pilot can build local ownership and ensure the long-term viability of interventions
4. Monitoring, Evaluation, and Learning:
o Support the development and Application of tools for tracking implementation progress and measuring learning outcomes and impact against the inter-agency MEL framework agenda.
o Coordinate and contribute to the external evaluation of the pilot and use findings to refine the model and inform future programming.
o Document lessons learned, success stories, and challenges for wider dissemination.
 
The consultant will be expected to travel during the duration of this contract based on the need to travel to Kabul. The consultant’s travel costs will be reimbursed based on actual travel undertaken.

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Master’s degree or above in Education, Social Science, or related field.
  • The following expertise and skills are expected qualifications of the individual consultant

    · A minimum of five years of professional experience in education programme planning, management, and/or research in education is required.
    · Experience working in an emergency country is essential.
    · Relevant experience in a UN system agency or organization is considered an asset.
    · Highly resilient to operate and live in a complex and restraint society
    · Experience of working in education programming in Afghanistan in a strong asset
    · Some programme management in education, including programme design, costing, monitoring and evaluation and reporting
    · Some education sectors plan knowledge/ability, including the range of modalities for delivering education, linkages between different sub-sectors (e.g. ECD, Primary, Secondary, vocational Education), cost-effectiveness and efficiency issues, components and processes, as well as governance issues.

  • Language Requirements: English proficiency is required.
