JOB DESCRIPTION
Job Summary
The nature of the consultancy is related to technical expertise and the oversight of repair works in the new premises of the Center for Employment Abroad (CEA) of the Ministry of Labour, Social Provision and Migration (MLSPM) of the Kyrgyz Republic in Osh city which will serve as the Pre-departure Orientation and Reintegration Center for Migrants in Osh (hereinafter the “Center”).
Key Responsibilities
Deliverables
- In coordination with IOM, MLSPM, CEA and Construction Oversight and Coordination Expert, identify the scope of renovation and equipping works required for adaptation of the premises into classrooms, training facilities, and office space, as well as development of the bill of quantities, technical specifications, drawings (if necessary), and schedule of repair works. Deliverable to be completed and reported to IOM by – 10 October 2025 (20%);
- Review and analyze cost estimates, unit rates and quantities submitted by construction companies, ensuring compliance with the BoQ and alignment with market prices. Verify that the contractor’s proposed methodologies meet technical and safety requirements. Deliverbale to be completed and reported to IOM by – 10 December 2025 (20%);
- Regular (weekly) on-site supervision of all repair activities to ensure conformity with specifications and requirements (inspection of materials, workmanship, and adherence to technical standards, review and approval of contractor’s work plans, monitoring of progress against approved schedules, identifying delays and recommending corrective actions, recording and certifying completed work, including photographic documentation, prompt reporting of any non-conformity, accidents, or incidents). Deliverable to be completed and reported to IOM by – 27 February 2026 (20%);
- Support in commissioning and handover processes, including verification of as-built documentation and compilation of final supervision report, summarizing works carried out, compliance status, and outstanding issues, including recommendations for future maintenance. Deliverable to be completed and reported to IOM by – 31 March 2026 (15%);
- Post-repair monitoring. Deliverable to be completed and reported to IOM by – 10 May 2026 (25%).
Performance indicators for the evaluation of results
- All relevant bill of quantities (BoQ), technical specifications, drawings (if necessary), and schedule of repair works developed, verified by Construction Oversight and Coordination Expert and submitted to and verified by IOM;
- Written report confirming that the BoQ submitted by the construction companies correspond to the requested services and works submitted to and verified by IOM;
- Certificate of Provisional Acceptance of the Works verified by the CEA and Construction Oversight and Coordination Expert submitted to and verified by IOM;
- Certificate of Final Acceptance of the Works verified by the CEA and Construction Oversight and Coordination Expert submitted to and verified by IOM;
- Post-repair monitoring report verified by the CEA and Construction Oversight and Coordination Expert submitted to and verified by IOM.
Required Qualifications
Education, Experience and/or skills required
a. Education:
- University degree in civil engineering, construction, or related field;
- State Qualification Certification for Construction
b. Experience: At least 5 years of experience of working in construction site oversight and bill of quantities design, cost calculations, and design documentation in line with local legislation and construction norms.
c. Competencies and Skills:
- Good knowledge of the focus areas indicated in the TOR;
- Familiarity with IOM’s mandate;
- Good command of oral and written Russian and Kyrgyz.
d. Personal Qualities and other requirements:
- Good interpersonal skills, solid judgment/decision making, initiative and creativity;
- Cultural and gender sensitivity.

Travel required
Travel will be required to Osh/Bishkek and will be covered by IOM.

Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
