Project Context and Scope

The solution contemplates the analysis, design, development and implementation of improvements to the Electronic Visas System (E-VISAS), according to definitions of architecture, and the technical specifications defined by the Ministry of Foreign Affairs and Human Mobility, framed in the Government Safety of Information Scheme (EGSI V3), and the current laws and regulations.The implementation of the modifications in the environments of: Development, Tests and Production, and the transfer of technical and functional knowledge of the solution is included.The improvements must be transversalized to all visas, as long as these improvements are applicable taking into account the particularities of each visa.
Likewise, the pace to quality and putting in production of the functionalities that were delivered in the development and testing environment (International Protection Module) is contemplated within the framework of the improvement project executed by the IOM, which was suspended by policies of the new government of the United States.

Organizational Department / Unit to which the Consultant is contributing

In coordination with the IOM Protection Unit Ecuador, the consultant will provide services under the direction of the Ministry of Foreign Affairs and Human Mobility / General Coordination of Information and Communications Technologies / Directorate of Design and Implementation of Information Technologies.
Tasks to be performed under this contract

The consultant will be the business expert (Business Exper/Sme-Subject Matter Expert, and will ensure that the software meets the real needs of the users and the functional area through their deep knowledge of the domain of the business. Among its tasks are:

Explain business processes to the technical and product team.
Collaborate in the definition of functional requirements and business rules.
Validate that the proposed solutions are consistent with the business.
Propose improvements or adjustments based on the real domain experience.
Participate in the prioritization of functionalities.
Support in the functional validation of deliveries (UAT – User Acceptance Testing).
Serve as a link between end users and the technical team.
Identify functional risks, exceptions or special cases that must be contemplated.

Example: In a banking system, the business expert can be an operations chief who knows how transactions are processed internally.

In addition, the consultant will be in charge of verifying that the software works correctly and meets the defined requirements (QA – Quality Assurance Tester), for which it will execute the following tasks:

Analyze functional and technical requirements to understand what should be tested.
Design functional, technical and/or automated tests.
Execute manual or automatic tests (depending on the context).
Report bugs and monitor your resolution.
Validate corrections and regressions in new versions of the software.
Participate in the definition of acceptance criteria together with the product Owner and the technical team.
Document test plans, traceability and results matrices.
Support in loading, performance, safety or specialized tests (if applied).
Validate versions in development environments, QA or pre -production.
There may be manual tests, automatizers or tests with technical specialization (technical QA).

Education

The consultant must have the following profile:

Third level professional in information technologies with extensive experience in quality control

Find in the city of Quito – Ecuador

Experience

At least 8 years of experience participating as a quality control expert in processes similar to the contracting object developed in C# .net Core and Angular.
At least 5 years of experience participating as an expert of requirements in processes similar to the object of this consultancy for which it must present the certificates that support their participation in these projects.
Experience in lifting requirements and processes, must present certificates that support your knowledge.
Experience in agile methodologies.
Knowledge in process modeling.
Languages

IOM’s official languages are English, French and Spanish.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Travel required

All activities will take place in Quito, Ecuador.
