Qualifications & Preferred Skills
The trainer should possess:
- At least 7 years of experience in MEAL within humanitarian or development programs.
- Demonstrated expertise in designing and implementing MEAL systems.
- Logical Framework Approach (LFA), and donor compliance.
- Experience delivering capacity-building training for NGOs or INGOs.
- Excellent facilitation, communication, and report-writing skills.
- Fluency in Arabic. English is an advantage
Working conditions
- Training will take place in Mosul, in a location to be confirmed by DAA staff. Any changes to the training location or schedule shall be communicated and agreed upon in advance.
- There is no accommodation or transport allowance included with this consultancy.
- The service provider (consultant) will be paid at the agreed rate, upon satisfactory completion of the assignment including submission of final training report.
- The payment of the awarded contract will be made in Iraqi Dinar (IQD) and will be made in one installment at the end of the assignment.

Submitting the application
The deadline for submission of proposals is July 16, 2026. Please submit your complete proposal package in English/or Arabic by July 16, 2026, no later than 03:00 PM (Baghdad Time), to the following email addresses: [email protected], clearly mentioning the reference code and title of the service offer “IRK2502 – Monitoring, Evaluation, Accountability and Learning Training” in the subject line of the email.
The offer should include:
- CV.
- Cover letter.
- Technical proposal (outlining the proposed training approach)
- Financial offer (proposed budget of all-inclusive fee in IQD, applicable of taxes).
- At least two samples of similar training assignments, training materials, or consultancy reports.
- References from previous clients for similar assignments.
