Introduction
The Consultancy Firm will be responsible for the end-to-end delivery of the Second National Perceptions Survey on Peacebuilding in Solomon Islands, with a particular focus on measuring the impact of the New Zealand supported community policing programme. The assignment will include, but not be limited to, the following tasks:
Inception & Design
i. Review the 2017 RAMSI Perceptions Survey tools, reports, and datasets to ensure continuity and comparability.
ii. Develop an inception report outlining methodology including representative sampling strategy covering Honiara and selected provinces, ensuring gender, age, and geographic balance, provincial coverage, and a work plan with timelines.
iii. Prepare field manuals, enumerator guidelines, and consent protocols, with attention to ethical standards and data protection.
Questionnaire Development & initial testing.
i. Adapt and update the 2017 questionnaire, integrating new questions on policing, community safety, and trust in institutions.
ii. Ensure translation and adaptation into Solomon Islands context for cultural appropriateness.
iii. Conduct initial survey work in Honiara in one urban and one rural / peri-urban site to validate clarity, flow and data reliability. Every attempt should be made to carry this out in late 2025.
iv. Finalize the survey tool based on initial feedback.
Data Collection
i. Supervise and manage fieldwork across provinces, ensuring quality control, adherence to protocols, and real-time troubleshooting using tablet/mobile-based data collection platforms to ensure accuracy, efficiency, and secure data storage.
ii. Implement monitoring and validation checks, including spot checks, back-checks, and daily data reviews.
Data Analysis & Reporting
i. Clean, code, and analyse the survey dataset for comprehensive analytical report. Share actual dataset with UNDP as per agreed tabulation.
ii. Produce comparative analysis with the 2017 survey results, highlighting changes in perceptions over time.
iii. Assess perceptions of policing and peacebuilding outcomes, identifying strengths, gaps, and priority areas for future interventions.
iv. Prepare a comprehensive analytical report, including provincial and demographic disaggregation, and an executive summary for policymakers.
Stakeholder Engagement & Validation
i. Facilitate at least one validation workshop with government, civil society, and development partners.
ii. Incorporate stakeholder feedback into the final report and presentation of findings.
Provide a user-friendly dataset, metadata, and documentation for UNDP.
