The mission of WHO’s Health Emergencies Programme (WHE) is to build the capacity of Member States in the South-East Asia Region to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and emergencies and to provide effective relief and recovery to affected populations
Duties:
Under the direct supervision of the Programme Area Manager PAM and close coordination with Management and Administration (MGA) team, the incumbent will:
  • Provide efficient and effective administrative support for WHE programme areas in SEAR.
  • Coordinate functions relating to planning biennial workplans in GSM/ BMS including, Emergency Operations and Appeals (EOA).
  • Assist with distribution and tracking of funds/awards in appropriate Business Management System (BMS) module, including award management activation requests as well as fulfilling reporting requirements.
  • Provide support and assist towards timely financial execution of various projects with effective use of funds in coordination with WCOs, BFO and WHE staff in the region and share financial information of awards with supervisor and team.
  • Provide administrative support for emergency response operations, including surge capacity coordinating with relevant pillars/ functions.
  • Initiate and/or coordinate procurement of supplies and equipment including supporting Operations Support and Logistics (OSL) functions coordinating with relevant units.
  • Assist for efficient conduct of unit meetings, unit regional meetings, country support activities, regional group educational activities / meetings, and bi-regional activities.
  • Oversee and support travel arrangements of staff in the department and participants of the meetings organized by the department.
  • Perform any other related duties as assigned including replacing and backstopping for other support staff in the department, as required.
Required Qualifications:
Education:
Essential:
  • Completion of secondary school education.
Experience:
Essential:
  • At least 8 years progressive experience in a responsible secretarial/administrative position in UN or a large organization..
Skills:
  • Thorough knowledge of modern office practices, procedures and operations.
  • The incumbent keeps abreast of changes in procedures and practices, rules and regulations, organizational structure, in the department, and WHO.
  • Good knowledge and understanding of WHO financial rules and regulations, manual provisions, Ability to draft correspondence and prepare minutes of the meetings, etc.
  • Ability to handle work in a timely and accurate manner with tact and discretion, as required.
  • Ability to maintain and update knowledge in the use of office technology through in-house courses, on-the-job training and/or self-training
Language Skills:
Essential:
  • Expert knowledge of English.
