Under the direct supervision of the Head of Protection and AAP, which is part of the Department of Humanitarian Response and Recovery (DHRR) and in collaboration with relevant units at Headquarters and field missions, the Programme Officer (Disability Inclusion) will be responsible and accountable for the activities and substantive support for IOM’s engagement and commitments on the Inclusion of Persons with Disabilities.
Responsibilities
- Provide substantive support and undertake resources mobilization efforts and initiatives following the priorities set by the DI Strategy and funding opportunities available.
- Ensure the provision of qualitative technical support and advice regarding the development of inclusive programming in line with the DI Strategy to relevant departments, Regional Offices and Country Offices, including field mission when/as necessary.
- Develop technical resources related to disability inclusion as well as capacity development exercises of IOM staff, as well as related to data.
- Oversee, assess progress of the implementation of the Disability Inclusion (DI) Strategy within IOM, including coordination with all relevant departments as well as on annual UNDIS reporting.
- Representing IOM, participate in, and contribute to, inter-agency related fora and initiatives on disability inclusion, in particular the IASC Disability Reference Group and relevant working groups within, Disability Data Advisory Group, Global Shelter Cluster Disability Inclusion Working Group as well as workshops, seminars and other meetings when needed.
- Act as primary focal point for the internal Disability Inclusion Network, using the forum as a channel to promote inclusion of persons with disabilities within IOM.
- Promote good practices and knowledge sharing done on disability inclusion through the DI Monthly Newsletter as well as the IOM DI Network Meetings.
- Ensure support to the Organization for internal or external events related to disability inclusion.
- Perform such other duties as assigned, in support of Global Diaspora Confederation (GDC).
Education:
- Master’s degree in Disability Inclusion studies, Social Policy, Political Science, Human Rights, International Relations, cooperation and development or a related field from an accredited academic institution with five years of relevant professional experience
- University degree in the above fields with seven years of relevant professional experience
Experience:
- At least five years of professional experience in the field of disability inclusion, including two years of field experiences in different contexts;
- Experience providing technical advice on disability inclusion to different sectors, humanitarian and non-humanitarian, with previous experience of working in the UN System being a plus;
- Experience in implementing and monitoring an organization-wide disability inclusion Strategy in a large and “non-specialised on disability” organization similar to IOM in its global footprint and international scope
Languages:
For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
