Introduction

UN Capital Development Fund (UNCDF), a flagship catalytic blended financing platform of the UN, is a UN entity with a mission to support market development by enabling access to finance in high-risk environments for impactful investments by providing financial instruments, financial mechanisms, and financial advisory. UNCDF has a unique mandate to blend and deploy grants, loans, and guarantees as well as related advisory services.

The Smart Green ASEAN Cities (SGAC) programme, is one of the initiatives to strengthen urban development and reduce negative environmental impact at the sub national levels. A core component of SGAC is its strong emphasis on enhancing strategic partnership and fostering city-to-city collaboration between ASEAN and EU counterparts. By leveraging established technical and financial models across thematic clusters in the EU, the programme seeks to promote their adaptation and scaling within local contexts in the ASEAN. In this context, the Study Tour to the Netherlands, scheduled for 15–19 September 2025, aims to deepen the EU–ASEAN strategic partnership and facilitate the exchange of practical knowledge between ASEAN and Dutch cities. For this upcoming Study Tour, the team is looking to qualified bidder to provide meeting rooms and accommodations for the participants.
