Org. Setting and Reporting The UN Secretary-General”s launched on 1 January 2019 a bold and new global reform which repositioned the UN Development System to deliver more effectively and efficiently with the achievement of the 2030 Agenda and the Sustainable Development Goals. As part of this reform, UN Resident Coordinator Offices (UN RCO), under the leadership of an empowered and independent UN Resident Coordinator
- the highest-ranking official of the UN Development System and Representative of the UN Secretary-General at country level
- support countries in the achievement of their development priorities and the attainment of the SDGs. The position is located in the United Nations Resident Coordinator”s Office (RCO) in Georgia and reports to the Head of RCO.
Responsibilities Within delegated authority, the Administrative Assistant will be responsible for the following duties: HUMAN RESOURCES MANAGEMENT:
- Initiates, reviews, processes and follows-up on actions related to the administration of the unit’s human resource activities, e.g., recruitment of staff and consultants, placement, promotion, relocation, performance appraisal, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
- Responds to enquiries and provides information and advice to staff regarding their entitlements, administrative procedures, processes and practices, conditions of service, duties and responsibilities, and entitlements under the Staff Rules and Regulations.
- Oversees the maintenance of vacancy announcement files and keeps track of the status of vacancy announcements. Reviews and processes personnel actions through the ERP System, like Umoja in the UN. Monitors staffing table and prepares relevant statistical data/charts.

- Participate as HR focal point in interview panels; compile candidate evaluations and summary reports. BUDGET & FINANCE:
- Assists in the preparation and review of financial and human resource proposals/requirements. Consolidates budget/work programme with respect to RCO”s budget, trust funds, grants and procurement.
- Monitors expenditures and compares with approved budget; prepares adjustments as necessary.
- Assists relevant staff in the elaboration of resource requirements for budget submissions.
- Assists in preparation of budget performance submissions and finalization of budget performance reports, analyzing variances between approved budgets and actual expenditures
- Prepares or customizes financial reports from Enterprise Resources Planning (ERP – known as Umoja in the UN) system generated reports.
- Co-ordinates with other finance and budget staff on related issues during preparation of budget reports. GENERAL ADMINISTRATION:
- Provides guidance, training and daily supervision to other staff in the area of responsibility.
- Provides assistance in drafting of budget agreements, or contributions for grants or other activities as appropriate.
- Identifies and resolves diverse issues/problems as they arise and determines appropriate actions.
- Acts as a focal point for Umoja requisitioner and petty cash custodian for the Country Office.
- Keeps abreast of activities of importance, latest policies, procedures and organizational changes affecting the team;
- Maintenance of rosters of high-level partners, telephone lists and databases of key contact persons/counterparts and vendors.
- Drafts routine correspondence to respond to enquiries in respect to relevant administrative, financial audit, personnel matters.
- Coordinates extensively with service units and liaises frequently with internal team members at Headquarters, in the Regional Office, within the RCO and at the country level with the members of the Operations Management Team as required. Performs other related administrative duties, as required (e.g., operational travel programme; monitoring accounts and payment to vendors and individual contractors for services; physical space planning; identification of office technology needs and maintenance of equipment, software and systems; organizing and coordinating seminars, conferences and translations).
- Supports the management of the immediate front-office operations with respect to communications, meetings and workflow; identifies complex or sensitive subjects, and contacts, for special treatment as well as priority issues that need to be brought to the supervisor”s attention.
- Establishes and maintains an efficient tracking and filing systems and procedures for correspondence and documents, when applicable through an automated system; monitoring work progress, follow-up on deadlines, commitments made, actions taken and coordination of collection and submission of inputs to the UN Resident Coordinator and/or externally.
- Communicates sensitive information to supervisor and coordinate responses to sensitive inquiries on behalf of the supervisor. Exercises discretion and confidentially of complex and sensitive matters and safekeeping /filing of confidential materials
- Coordinate different survey activities and maintain information platform data.
- Conduct yearly BOS review and validation; support relevant webinars and training.
- Collaborate closely with UN teams for training, survey alignment, and asset management.
- Lead regular asset performance monitoring as part of scheduled surveys, ensuring a comprehensive asset database is maintained and updated for operational accuracy.
- Provide backup support for Executive Associate when required.
- Performs any other duties as may be assigned by the Supervisor, based on exigencies of the office/unit. CONTRACT ADMINISTRATION/PROCUREMENT:
- Provides operational coordination and administrative services in Enterprise Resources Planning (ERP – known as Umoja in the UN), to support procurement projects and activities, following standard processes; raises requests for goods, services, and hiring of consultants/individual contractors
- Reviews and prepares requirements and scope of work and specifications of goods and services, and necessary documentation in consultation with relevant stakeholders
- Coordinates with the day-to-day administration of contracts between the UN and external contractors for goods and services
- Maintains internal files and relevant documentation for procurement activities
- Inspects and receipts goods/services received against the purchase order, invoices provided by the contractor, and performs asset management activities
- Processes the payment of contractors” invoices and monitors payments upon satisfactory receipt and performance
- Prepares and processes all UN forms and permissions for contractual and work Unit, Section or Service UN staff, including: UN grounds passes, property passes, UN parking permits, swipe-card access and door keys.
- Assists with the collection and analysis of data as well as preparation of data presentations and reports for information sharing, responding to queries, knowledge management, planning and decision making.
- Performs any other duties as may be assigned by the Supervisor, based on exigencies of the office/unit.

Work Experience A minimum of seven (7) years of progressively responsible experience in administrative services, finance, accounting, audit, human resources or related area is required. The minimum years of relevant experience is reduced by two (2) years for candidates who possess a first level University degree. Work experience with an Enterprise Resources Planning (ERP) system, such as Umoja or similar, is desirable. Work experience with the United Nations or similar international organization is desirable. One (1) year or more of experience in data analytics or a related area is desirable.
Languages English and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Georgian is required.
