Introduction

Ghana, like many African economies, is navigating a post-COVID-19 recovery landscape amid tightened global financing conditions, rising debt service costs, and ongoing efforts to stabilize macroeconomic fundamentals. With multilateral concessional finance and Official Development Assistance (ODA) declining, and global interest rates remaining high, Ghana has over the last few years increasingly turned to international capital markets to bridge its development financing gaps and sustain progress toward the Sustainable Development Goals (SDGs).
