Provision of Security Services for United Nations Offices in Samoa
Introduction
The United Nations Development Programme (UNDP), on behalf of United Nations Agencies in Samoa, is issuing this Request for Information (RFI) to conduct a comprehensive market assessment for Unarmed Private Security Services (UPSS) required for One UN House and the FAO Compound in Tuana’imato, Samoa. This RFI is specifically designed to address procurement and market‑analysis shortcomings identified during the recent Oversight Review. It aims to improve market understanding, expand competition, assess vendor financial and operational capacity, and inform a fit‑for‑purpose competitive tender for security services in early 2026.
This RFI intends to:
Map the market of licensed security service providers in Samoa and the wider Pacific region.
Identify capacity gaps and realistic service delivery models for UPSS in Samoa.
Assess potential vendors’ financial stability, guard recruitment capacity, training systems, technology use, and ability to meet UNSMS requirements.
Understand typical pricing structures (without requesting prices) to inform improved cost transparency in future ITBs.
Address recommendations from the review committee to ensure competition, value for money, and realistic, non-restrictive tender requirements.
