Introduction
UNDP Viet Nam, on behalf of UN-Habitat, is looking for 01 qualified firm/institute/organization for the Installation of Hillside Stabilisation at Nam Lau Secondary School, Nam Lau Commune, Son La Province, Viet Nam.
The United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements. At the dawn of a new urban era, with most of humanity now living in cities, UN-Habitat is at the frontline of the battle against urban poverty and environmental degradation. The efforts of UN-Habitat in more than 90 countries focus on addressing problems in humanitarian and crises, supporting national governments, local authorities, and civil society to strengthen their resilience and capacity to mitigate, manage, and recover from human-made and natural disasters.
Being present in Vietnam since 2007, UN-Habitat’s activities focus on improving urban planning, providing cities with greater access to financial resources, disaster mitigation, and reconstruction programmes, and promoting the development of green cities to tackle climate change. These activities range from technical assistance and collaborative action to policy advice, to leave no one and no place behind.
The project “Emergency support to post-disaster recovery and rehabilitations of mountainous communities in Son La Province, Viet Nam” was designed to support the most vulnerable households in the highland districts hit by the July 2024 flash-floods and landslides. All components take an integrated approach—linking evidence-based risk analysis, inclusive planning and community-driven implementation—to raise climate-resilience knowledge and strengthen protective measures through better institutional capacity and local participation.
The objective of this assignment is to construct and install an integrated hybrid nature-based slope stabilisation system at the degraded hillside in between Nam Lau Kindergarten and Nam Lau Secondary School, Son La Province to restore the degraded hillside, reduce landslide risk, and strengthen ecosystem-based disaster resilience for surrounding school facilities and communities, and reinstate essential school sanitation facilities affected by the works.
The works aim to:
1. Install engineered run-off diversion structures in the upper runoff interception zone to intercept, manage, and safely convey stormwater away from the unstable slope;
2. Implement reinforced hybrid stabilisation measures in the steeper and more unstable slope section, combining vegetative cover with geotextile, honeycomb-type geocell reinforcement, and structural support elements to strengthen slope resistance and reduce erosion in the most vulnerable part of the hillside;
3. Implement vegetation-based and bio-engineering stabilisation measures in the gentler slope section through locally adapted planting and nature-based treatment, to improve soil binding, enhance ground cover, and support ecological recovery;
4. Construct low-impact toe protection and discharge control measures at the base of the slope to reduce undercutting during intense rainfall and protect adjacent school facilities and users.
