Background

UNDP’s Istanbul Center for Private Sector in Development (ICPSD), one of the Global Thematic Policy Centers of UNDP, acts as an enabler for the private sector and foundations to become more active partners in development, encouraging them through policy advice and technical services on how to contribute towards the achievement of the 2030 Agenda. Through its Digital Transformation and Private Sector Engagement in Skills Development track, ICPSD drives initiatives that bridge advance technology, innovation, and entrepreneurship skills, working with global partners to promote inclusive growth and future-ready skills for entrepreneurs, start-ups, and youth.

In this context, Türkiye’s gaming industry stands out as one of the fastest growing in the region, with over 35 million gamers, 740 active studios, and a projected need for 12,000 game developers by 2026. A strong entrepreneurial culture and an expanding digital economy make game development a high-potential pathway for youth inclusion, employment, and innovation. To support this momentum, UNDP ICPSD and HP Inc. are partnering to introduce GameUP Türkiye, a multi-pillar national skills and innovation programme that blends awareness-raising, technical training, entrepreneurship education, and hands-on experience through a large-scale hackathon.

To achieve this, UNDP ICPSD intends to contract a supplier to support the end-to-end implementation of the GameUP Türkiye programme by providing technical delivery, training, outreach, coordination, platform management, and reporting support across all major activities. For more details kindly refer to the attached Terms of Reference (TOR).
