Introduction

Strengthening National Capacities for Urban Innovation and Resilience (Urban Tech Initiative)
Building on the principles of Smart Urban Innovation and the foundation established by the Maharah Coding School, this Urban Tech initiative expands digital skills into practical urban innovation, empowering practitioners to design tech-driven solutions that improve municipal services, enhance resilience, and promote sustainable urban development. The initiative seeks to introduce and localize these principles in Libya by: 
– Promoting urban planning approaches that are grounded in citizen needs, climate realities, and local institutional capacities;
– Enabling participants to explore multiple innovation typologies (e.g., community-organized, frugal, enterprise based, or government-led solutions);
– Facilitating collaboration between municipalities, youth, private sector, academia, and development partners. By combining systems thinking with community engagement and technical innovation, this initiative not only supports immediate recovery but also lays the foundation for longer term urban resilience, governance renewal, and inclusive development in Libya.
The Urban Tech Initiative aims to build local capacity to co-create tech-enabled solutions for sustainable urban climate-resilience by equipping participants with advanced knowledge, tools, and methodologies. The initiative focuses on strengthening Libya’s urban innovation ecosystem, particularly within the urban planning and spatial development dimensions of the construction sector.
