Introduction
The United Nations Development Programme (UNDP) works in over 170 countries and territories, including Jordan since 1976, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so countries can sustain progress. As the UN’s development agency, UNDP plays a critical role in helping countries achieve the Sustainable Development Goals (SDGs). In Jordan, the Sustainable Green Pathways & Inclusive Growth Portfolio integrates solutions for environmental protection, climate change mitigation, disaster risk reduction, economic green growth, innovation, and gender mainstreaming across all its programs and projects. Jordan’s only coastal region lies along the Gulf of Aqaba a 27-kilometer stretch of coastline on the northeastern tip of the Red Sea. This ecologically and economically vital area supports a range of stakeholders, including ports, industries, tourism establishments, local fishermen, recreational users, and marine biodiversity hotspots. The Gulf of Aqaba is also vulnerable to flash floods, which carry debris from surrounding mountains and pose significant risks to communities, businesses, and marine ecosystems. Since 2018, ASEZA and the Aqaba Development Corporation (ADC) have been implementing flood mitigation infrastructure such as rockfill dams, which not only reduce risk but have also contributed to the emergence of new terrestrial and aquatic habitats. However, the growing pressures of human activity and climate change continue to pose challenges to the protection and sustainable use of Aqaba’s coastal and marine resources. To address these complex and interlinked challenges, UNDP—working in partnership with ASEZA and other national and local actors is implementing the project “Enhancing Coastal Ecosystem Biodiversity and Resilience in the Gulf of Aqaba, Jordan” (the EMBRACE Project). This initiative aims to strengthen biodiversity conservation, enhance community resilience, and create inclusive green livelihoods particularly for women and youth by scaling up Nature-Based Solutions (NBS) and reef-positive interventions. Central to this effort is the promotion of science-based environmental management through improved marine monitoring and data collection. As part of its core activities, the EMBRACE project is supporting the supply, installation, and commissioning of two (2) solar-powered marine environmental monitoring buoys in the Aqaba Marine Reserve. These buoys will be equipped with modular sensors to collect real-time data on water quality, climate variables, oceanography, biodiversity, and pollution indicators. The data will be made accessible to relevant stakeholders to guide adaptive management, improve scientific understanding, and strengthen marine governance. This investment in environmental monitoring infrastructure supports multiple national and international frameworks, including Jordan’s Economic Modernisation Vision (2023–2025), the National Biodiversity Strategy and Action Plan, ASEZA’s disaster risk reduction strategies, and global conventions such as the Convention on Biological Diversity and its Kunming-Montreal Global Biodiversity Framework. It also contributes to global initiatives such as the UN Decade on Ecosystem Restoration
