JOB DESCRIPTION
Duration of contract: one year with the possibility of extension subject to availability of funds and satisfactory performance
OVERVIEW OF THE FUNCTIONS OF THE POST
The Emergency Operations and Programmes Unit of the Culture and Emergencies Entity of the Culture Sector (CLT/CEM/EOP) is responsible for the implementation of UNESCO’s culture programme in emergencies, building capacities for preparedness, deploying operational actions for response, recovery, and monitor culture in emergencies. The EOP Unit also steers and coordinates the Museums Programme in line with the 2015 Recommendation concerning the Protection and Promotion of Museums and Collections, their Diversity and their Role in Society, and the Entity’s contribution to UNESCO’s programmes in support of global priorities and transversal programmes.
Under the overall authority of the Assistant Director-General for Culture (ADG/CLT), the general supervision of the Director of the Culture and Emergencies Entity (DIR/CLT/CEM) and the direct supervision of the Head of the EOP Unit, working in close cooperation with the Secretariats of the Culture Conventions, and the Bureau of Strategic Planning, in close consultation with the Executive Office of the Culture Sector, the incumbent contributes to the daily management of the Heritage Emergency Fund (HEF), in line with the Sector’s approved programme, strategic objectives and priorities as defined in the framework of the prevailing Medium-Term Strategy (C/4) and Programme and Budget (C/5) .
The incumbent shall in particular:
Assist in the management of the HEF, including the allocation and disbursement processes in line with UNESCO’s and the Fund’s rules and regulations, and in close cooperation with the Administration Unit of the Culture Sector and the Bureau of Strategic Planning; assist Field Offices in the implementation of activities to be undertaken with the support of the Fund; provide regular updates on the Fund and related activities, as required;
Draft the timely reporting to donors and UNESCO Governing Bodies, including drafting, producing and disseminating the HEF Annual Report; supporting monitoring and evaluation processes; and organizing the annual Donors’ Advisory Group meeting and other promotional, awareness-raising and fundraising events, as appropriate;
Contribute to the development and implementation of the Communication and Visibility Plan of the Fund, ensuring dissemination of relevant information through different communication outputs (webnews, leaflets, publications, reports, social media posts, etc.) in cooperation with the Communication and Global Monitoring Unit in the Culture Sector; Proactively support the development and production of engaging content and ensure its dissemination through publication, ad hoc awareness and fund-raising events to support broader outreach and communication efforts aimed at promoting the work of the Culture Sector in the area of emergency preparedness and response;
Assist in the coordination of the management of a Roster of experts based on agreed profiles and the related online platform; ensure regular updates to the online training courses developed for the selected experts of the Roster and the deployment of Roster members in response to requests from Member States and UNESCO Field Offices; provide updates as required and appropriate outreach for the Rapid Response Mechanism (RRM).

REQUIRED QUALIFICATIONS
Education
Advanced university degree (Master’s degree or equivalent) in the field of culture, international relations, emergency preparedness and response, or a related field.
Work Experience
A minimum of two (2) years of relevant professional experience in the field of culture, of which preferably at least one (1) year acquired at the international level;
Experience in project management in post-conflict and/or post-disaster environments.

Work Experience
Experience in the management of large-scale projects, and related reporting.

Excellent knowledge of UNESCO’s Culture programme and its Conventions.
Familiarity with the work and general functioning of international organizations in the UN system.
Languages
Knowledge of another/other official language(s) of UNESCO (Arabic, Chinese, Russian, Spanish).
