WE ARE
This job, located in the EU Delegation to the United States of America in Washington D.C., in its
Global Issues and Innovation section that monitors and analyses U.S. political, economic, and
regulatory developments in the areas of environmental protection, climate change, energy,
transportation, food safety, public health, consumer protection, space, research and innovation,
development cooperation, and global connectivity, is administratively attached to Unit INTPA E1
“MACRO-ECONOMIC ANALYSIS, FISCAL POLICIES & BUDGET SUPPORT, GLOBAL PARTNERSHIPS WITH
IFIs” which leads on strategic partnerships with the International Financial Institutions (IFIs) – the
World Bank Group and International Monetary Fund.
The mission of the Directorate-General for International Partnerships (DG INTPA) is to contribute to
sustainable development, the eradication of poverty, peace and the protection of human rights,
through international partnerships that uphold and promote European values and interests. DG
INTPA has a leading role in formulating EU policies in the area of international cooperation and
building partnerships with countries and international organisations across the globe. DG INTPA
plays a central role in steering and delivering Global Gateway. DG INTPA works hand in hand with
other Commission services to strengthen EU action in the world, including the external dimension of
EU internal policies. DG INTPA closely coordinates with Member States under a strong Team Europe
approach to support the EU’s global agenda. DG INTPA bases its actions on international law and
multilateralism and is at the forefront of the European Union’s efforts to implement global
commitments, notably the United Nations 2030 Agenda and Sustainable Development Goals and
the Paris Agreement on Climate Change.
The mission of Unit INTPA E1 “MACRO-ECONOMIC ANALYSIS, FISCAL POLICIES & BUDGET SUPPORT,
GLOBAL PARTNERSHIPS WITH IFIs” is to provide macro-economic analysis and assessment of
macroeconomic and fiscal policies in partner countries, notably in relation to financial stability, debt
sustainability and public finance management (promoting the “collect more – spend better“
approach) in the context of the implementation of the Global Gateway strategy and budget support.
The Unit oversees the design and implementation of budget support operations. The Unit leads on
strategic partnerships with the International Financial Institutions (IFIs) – the World Bank Group and
International Monetary Fund. The Unit oversees the design and use of the Risk Management
Framework + and is a focal point for relations with DG ECFIN and for DG TAXUD. The Unit provides
support to EU Delegations in third countries (covered by INTPA) on all matters pertaining to its
mandate
WE PROPOSE
A very interesting and challenging position of Administrator – Team Leader to lead the INTPA team
in the EU Delegation to ensure coordination and cooperation with the Washington based
International Financial Institutions (IFIs), in particular the World Bank Group (WBG), the International
Monetary Fund (IMF) and the Inter-American Development Bank (IADB); as well as with the U.S.
administration, Congress and relevant Think Tanks, NGOs and the wider development community in
the U.S.
In close coordination with the Headquarters, he/she shall plan and coordinate the activities of the
INTPA team to follow closely policy developments in the U.S. and in the Washington-based IFIs that
are relevant for the development policy and ensure regular and timely reporting. He/she shall
cooperate and coordinate with the Development Counsellors of EU Member States’ Embassies,
including in the Team Europe approach. He/she shall represent the Commission in policy dialogues,
meetings, conferences and political hearings. He/she shall organise, prepare and take part in
missions from the Commission Headquarters, other European Institutions, notably the European
Parliament and the Council. He/she shall inform and explain the position of the EU to third parties
and a wider public in the U.S.
WE LOOK FOR
We look for an experienced, dynamic, reliable official with strong inter-personal, representation and
negotiation skills and the ability to build constructive relationships and extensive networks with
various external stakeholders, often also at the political level. Diplomatic work experience in the
U.S. and/or in the EU delegations as well as experience with people management is a must.
Experience with EU development policies and programmes as well as experience with the IFIs is
highly desirable. Candidates should also have strong analytical skills combined with sound
judgement, excellent communication skills, both orally and in writing, and the ability to express
complex matters in a clear and concise manner.
